Why Chrome asks for these permissions

activeTab and scripting are used only after you choose Capture form or Add confirmation, so SubmitSentry can inspect the current tab for the ordinary information you choose to review. SubmitSentry has no host permissions or persistent content scripts. storage keeps receipts and access state locally, while alarms schedules license-status refreshes. Receipt content is never sent to the licensing service.
